About Love & Kindness
A small surrogacy agency with national and international experience.
Love & Kindness Surrogacy is a boutique agency supporting intended parents and gestational surrogates through carefully coordinated surrogacy journeys.
The agency was created to be intentionally personal: experienced enough to guide complex, multi-state and international journeys, but small enough to stay close to the people and details involved.
We are not trying to feel like a large system. We want Love & Kindness to feel steady, thoughtful, and human, with a team that understands both the practical coordination and the emotional weight of surrogacy.
How Love & Kindness began
Love & Kindness Surrogacy was founded in Georgia in late 2018 and is now registered in Texas.
The agency grew out of years of work in the surrogacy field and a clear understanding of how much an agency’s communication, organization, and judgment can affect the people going through the process.
From the beginning, the goal was not to build the largest agency. It was to build an agency that could remain personal, organized, and attentive to the real people moving through the journey.

From the beginning, our work has been national and international. As of June 2026, our five-person full-time team supports around 50 to 60 ongoing surrogacy journeys across 24 states: MA, VT, PA, MD, VA, SC, FL, AL, MS, AR, TX, OH, MI, IN, WI, MN, MO, KS, MT, ID, NV, CA, OR, and WA.
Our intended parents are both domestic and international. In our current caseload, about 25% of intended parents are based in the United States, close to 40% are based in Europe, about 13% are based in Taiwan, about 13% are based in Israel, and the remaining families are based in other parts of the world.
Surrogacy often brings together people and professionals across multiple locations. A single journey may involve intended parents in one country, a surrogate in one state, a fertility clinic in another, and attorneys, insurance professionals, escrow teams, and hospitals in different places.
Coordinating those moving pieces is a central part of what we do. Our team stays close to the details, keeps communication clear, and helps each person understand what is happening, what needs attention, and what comes next.
About our founder
Love & Kindness was founded by Jasmine Shey after years of working closely with intended parents, surrogates, fertility clinics, attorneys, and agencies across the United States.
Originally from Taiwan and now based in Houston, Jasmine brings both industry experience and a personal understanding of what it means to navigate important processes across cultures, languages, and countries.
Before opening Love & Kindness, Jasmine had already worked alongside hundreds of surrogacy journeys. Her background includes international case coordination, translation and liaison work, and years of helping intended parents and professionals navigate the many moving pieces involved in assisted reproduction.
That experience shaped the agency Love & Kindness became: personal, organized, honest, and careful with the people who trust us.
Today, Jasmine remains closely involved in the agency’s work so Love & Kindness can continue to stay small by choice, attentive to the details, and grounded in the values the agency was built on.
